It is a stainlesssteel coil that replaces the missing threads. They come in a kits withcoils, a tap, an insertion tool and Loctite. The kits are expensive($40+), but include 10 (?) coils. Check with your LBS. If they don'thave one, suggest that they buy one. If they won't, you can get oneyourself at an industrial supplier. Wheels Manufacturing makes a metric 10x1 T-nut that isinserted in the hanger from the wheel side (after the hole is drilled outwith a 15/32" bit). Seems a lot simpler than the heli too (i which thehole is reamed, tapped, a special coil is threaded in and then thederailer is threaded into the coil).
